The ability to assign the proper technical personnel and consistently deliver a quality product on time and within budgeted resources demands an effective, "workable management-control system and comprehensive quality assurance (QA) procedures. Our task control strategy focuses on the use of (1)
experienced, successful managers with defined responsibilities and proper authority; (2) outstanding technical personnel and facilities; and (3) a proven operations and management strategy, including QA.
QA and QC are established functions at HCSC work sites and within our contractual performance. We give on-site supervisors full authority and the backing of the company to both execute the work and to implement and monitor our QMS. Our QMS includes our Quality Manual – “What is to be done;” Quality Procedures – “Who is to do it;” Quality Work Instruction – “How it is to be done;” and Quality Record Program – “What was done.” To date, all work has been performed in accordance with our QMS.
During Seaport-e Task Order start-up, HCSC quality practices will be tailored, if necessary, to meet new/emergent requirements of the TO. Our QMS Plan is designed to ensure that deliverable products and services are consistent with the U.S. Navy and the U.S. Marine Corps and company standards. We evaluate the effectiveness of our QMS on at least a semi-annual basis. At the completion of every TO, HCSC’s Senior Management convenes the key staff from that TO for a lessons learned session. A history/library of lessons learned/corrective actions are maintained in our quality files and as appropriate incorporated into our QMS.
